It was a live action show, and I think it was on Nickelodeon. She looked like Cyndi Lauper from her punk days with wildly colored hair. She had this trademark laugh that was Extremely high-pitched. And she would laugh twice in a row. Like "Ah-a-Ah Ah-a-Ah". Ring any bells?
